As of January 22, 2024, most students must now include a **Provincial Attestation Letter (PAL)** from the province or territory where they plan to study. Your university will apply for this on your behalf after you accept your offer. **You cannot apply for a study permit without it.**
The IRCC Application Roadmap
1. DLI Acceptance
Receive an offer from a **Designated Learning Institution (DLI)**. Check the DLI list on IRCC to ensure the school is PGWP-eligible.
2. PAL Issuance
Wait for your host province to issue your **Provincial Attestation Letter**. This is part of the new 2024 intake caps.
3. GIC Funding
For SDS, purchase a **$20,635 CAD** Guaranteed Investment Certificate (GIC) to prove financial self-sufficiency.
4. Portal Submission
Upload all documents to the IRCC Secure Portal. Pay the **$150 CAD** application fee and book biometrics.
